Wardweaver by J.N. Kindig:

Lady Emera Rivasi, if court gossip can be believed, is going mad.

Raised by the king and queen after her father’s presumed death fifteen years ago, she spends her days training as a wardweaver, a scholar-mage able to bend spells to her will. At night, she continues the research that labelled her father a blaspheming traitor. Wardweaving is alluring and dangerous—Emera’s hungry power will drain her if she isn’t careful—but she’ll do anything to take her vengeance on the court that scorned her and ruined her father’s name.

But as the developing War of the Twin Suns creeps across the realm, Emera’s scholarship and profane abilities catch the attention of a neighboring king seeking an alliance. As the ink dries on the treaty, Emera and Leya Greywarren, a rival wardweaver, are sent to chronicle the war. Yet their escort is overtaken by pirates who steal secrets as much as gold, and whose roguish captain is convinced Emera holds the key to his freedom.

Faced with a tempting offer from the captain and a web of ever-shifting political alliances, Emera and Leya must end their rivalry and work together to determine where their loyalties truly lie—and Emera, ever the scholar, must consider that some things are better left unknown.
